Federal prosecutors charge Florida teen as adult in stepsister's death on cruise ship

Federal prosecutors have charged a 16-year-old stepbrother, T.H., as an adult in the death of his 18-year-old stepsister, Anna Kepner. Kepner was found dead on a Carnival cruise ship in November 2025. The Miami-Dade Medical Examiner determined the cause of death was mechanical asphyxiation. The incident occurred in international waters.
